The Works Company (TWC) awards large-scale public contracts, including study contracts for the preparation and supervision of complex infrastructure works. The Court of Audit examined the major cost adjustments or contract changes for four study contracts and found that for three of these four, the initially estimated study cost is significantly exceeded. All four contracts are running longer than initially estimated, which also has financial consequences. TWC has not always consistently applied measures to control study costs and runs the risk of becoming heavily dependent on certain service providers.
