The Court of Audit examined the measures taken by the Flemish government in order to promote media literacy among vulnerable groups such as youth, elderly or disabled people. It concluded as follows: the objectives and measures described in the strategic documents did not provide a consistent picture of the policy pursued, the measures were not sufficient for all target groups and clear objectives and evaluations of the scope and desired impact of the measures were missing. The Court therefore recommended that the Flemish government should establish substantiated priorities, align the measures in the various policy areas involved, lay down objectives and assess their results more systematically.
