Communiqué to Stakeholders 

European societies are increasingly confronted with fundamental challenges and successive crises, which may be qualified as system quakes, related to climate change, digital transformation, public finance constraints and democratic deficits. Consequently, governments and public administrations in Europe are facing paradigm shifts as regards their proper functioning and the policies and measures they are to deploy in order to maintain and strengthen their own resilience, and above all, the resilience of societies.

In the framework of the Belgian EU Council Presidency, the Belgian Court of Audit brought together the Supreme Audit Institutions (SAIs) of the EU member states, the European Court of Auditors and the SAI of Ukraine to discuss societal system quakes and resilience, and public governance paradigm shifts. They also exchanged on related implications for their own resilience and proper functioning, their audit work on public sector resilience, and cooperation among EU SAIs. In its conference conclusions and recommendations, the Belgian Court of Audit highlighted the role SAIs can play in contributing to governments and public administrations delivering the best responses to those challenges. 

The Belgian Court of Audit draws the attention of its national stakeholders to these reflections, and commits to incorporating these concerns into its own strategic audit planning, in order to contribute to resilient public governance in Belgium.
